Stephen has a High School Diploma from Radnor High School. (Year 1979-1983).
He has a BA, M.P.H., and M.S., in Public Policy Analysis from the University of Rochester. (Year 1983-1989).
He has a Ph.D., in Health Care Finance & Organization from “Johns Hopkins University”. (Year 1990-1994).
